Does power pages support the ability to create a subscription based website? My agency wants a subscription based option now, and I’m wondering if power pages is the solution.

Yes it can do it but not the best use of it likely. I'd lean more towards Wordpress at that point.

It's essentially a SQL Server database so you could connect to it like SQL (if that's enabled) or the API for full read/write.
