turned out great. What did you put under the j cups when you were welding to protect the power rack uprights? Looked light paper but I doubt it was?

It was paper, I used it as a spacer because I didn't want the fit to be too tight.

Do you think its fine to use a step drill with a normal handheld drill instead of a drill press? Or would it wobble to much?

Hand held would be fine, just hold it nice and firm. You might get a bit tired after a few holes, but just take a rest and then go on.
