When it is not in 4WD mode, is it slower, or there any other performance issues, since two of the motors are unpowered? Do all the wheels still turn?

They’re very similar , except this is 4 wheel drive (motor on each wheel) vs 12v being rear wheel only

I don't know if it's even worth the money. It just look so cheap and flimsy. Will probably be good for a month then stop working or broken down. I see very little value in return.
