It is wrong that only the premises of the embassies are immune from jurisdiction of PPC or other Pakistani laws. According to Vienna Convention on Diplomatic Relations 1961, diplomatic and administrative staff enjoys immunity from all local laws and taxes of the host state. Thus all diplomats and other members of diplomatic missions are exempt from laws, taxes and duties across the country. The issue about Remand Davis was that he was a contractor and Pakistan did not recognized him as diplomat. This remained bone of contention between two countries for almost two months. President Obama himself demanded the status for him but Pakistan refused. Ultimately the Diyat was used to get him out of Pakistani without granting him the status of diplomat
