He was probably Punching Glove Urshifu, which boosts punching moves by ten percent but prevents them from making contact. That’s why he had three punching moves on his moveset.

I'd say he was Punching Glove on his Urshifu. I learned from experience ( by using it with Urshifu when the glove first dropped as an item) that while it boosts punching moves' power, it also negates contact for punching moves, which effectively also negates Urshifu's ability when it uses moves like Thunder Punch and Drain Punch

That's kinda smart as much as I don't like Tera... He's steel type now so he resists Psychic and Flying, he has dry skin so he's immune to water for neutral. The rain is up so you can't spam fire at it. Really it's only weakness is ground and fighting. But it has substitute... This is disgustingly clever.
