Pravus you can cheese the game by doing the same thing. If you put a soldier where insurgents are backing off, insurgents will lose a level of strengh. Repeat this and you can get them to 1 and security can finish them up. But you cant remove the fighting soldier. You have to look at the map and put a soldier to where they are going. Its advised to leave 2 regions of space for insurgents to escape so you have an easier time. This works in the normal game

Azure dam would be interesting. The tank wouldn’t stay in a zone but would try and disrupt the convoys which could make it easier. The hq acts as a garrison so insurgents can’t flee to it. So you only needed 2 soldiers at the beginning.

Insurgents cancel an attack if they get airstriked... Using the squadran leader and Rapid air rotation 2 you can airstrike the tank everytime its about to move, preventing it from ever moving. It will occasionally succeed if its near the edge it is trying to attack though. A few hints: The tank will try attacking the same zone again and again till it succeeds in entering the zone. You can make the tank choose a different escape route by airstriking it again. This is just bullying.

So apparently there's an even better way to cheese this now, airstrikes with the Pilot and Squadron Leader advisors. Early game, rush out the intelligence and effective procurement (don't even fund education yet), and get a coalition troop and airstrikes ASAP. If you airstrike the tank as it starts moving, it'll panic and stop moving. Using this, you can keep it trapped in one area way easier. I also highly recommend the intelligence officer to maintain intel on the tank's zone. Drones can help with this, but the intelligence officer plus a soldier adjacent to the tank will ensure you never loose intel, so it can't sneak past you, while also meaning you never have to buy drones (so you actually save a lot of money). Be aware, it seems to me that even if you do this well, the tank will occasionally move before your next airstrike is ready. This always seems to happen to me right at the end. Rapid air rotation can help with this. This strategy should work with any governor. The Development Director should be good as you don't need many troops, and they can help stabilize zones faster.

The jobs intiative takes time to roll out fully, that's why it stays a persistent local concern. Try urban and rural outreach offices, that way you only have to invest 1 or 2 jobs rather than many.
