Considering you had $86 at the end of the game you could have invested in the experts upgrade to get them building initiatives in adjacent zones in order to build up support in the last zones. Insurgents don't spawn in stable zones.

@@Hellblazer1o2 that happens after you antagonize them during peace deals, nothing to do with difficulty. Surprise attacks can happen anywhere.

Here is a tip. If you have killed all the insurgents place all of your soldiers in unstable zones. They prevent the spawning of camps in those regions. Camps spawning in stable zones is very rare and usually happens due to high insurgent capability.

@@ami6272 Actually, Mega-Brutal has a 'Desperate Attack' by the Insurgents that'll trigger rarely. They spawn in stable zones and will have to be dealt with, but only happens once. There is little other ways for insurgents to spawn like that. Stable Zones under ordinary circumstances will not ever allow a spawning of insurgents basically.

@@SlendHQ That can actually happen on every difficulty, but yes, the game will alert you if they launch a "desperate attack" in any stable zone If I'm not mistaken, sometimes it'll also warn you that there are potential insurgents as well.

Fun fact: Zones with high support level increase support level in neighboring zones, whilst zones under insurgent control increase hostility in neighboring zones.

Nice one. But some remarks: - multiple Experts can quickly ruin you, simply by doing their job. 2 experts seem sustainable early. Maybe consider the rest backup if you loose any? - Not taking the option to spend corruption instead if money kinda invalidated most of you anti corruption spending - The "improve neighbouring zones" thing would be ideal near the end. You had many zones that were blocked by soldiers. But the neighborhood was free and you had money to spend either way - There is still the one hammer rolling out initiatives. Without even basic outreach it stays at the one, but it is there. That is why nominally unworked zones stabilize - Experts can ignore your unlocked initiatives when building which is propably nessesary. But if you got civil assistance, that might have still work for the few that are unlocked. - Given that initiative rollout causes hostilities, maybe move the experts earlier? Once the main need (and maybe telecoms) is covered, it becomes only a mater of time until support > hostiles. Unless you grow hostiles further by rolling out more unessesary initiatives of course

@@somedude5119 Support level is key, I would recommend you go : District Representatives, Effective procurement, services disscussion, the 2 initiatives above it, anti corruption 1, outreach office, Universal justice, PR office, strategic communications. In that order, make sure your inflation is less than 8% when you buy initiatives. This will build the highest support level I have observed.

@@somedude5119 another quick tip, once your support level is at 15-20% percent ish or you have stabilized your first zone, (remember to check the region tab and see if they have any specific concern) pivot immediately to military initiatives. I usually like to go 2 coalition soldier as a standard opening with another coalition soldier on maps where you have to really contain the insurgents like pistachio forest or distant steppes. Follow that with a national soldier and garrisons. After that either go with airstrikes-drone combo to cripple their camps if you arent able to destroy them or alternate funding anti corruption and national soldier, make sure corruption risk is at least below 50%, the less the better

You can stabilize zones with soldiers unit with the neighbor zone upgrade in the government tab (Edit: you stabilize zones that have soldiers in it when you put experts in neighbor zones)

yep. camps cant spawn in zones with a garrion. tho garrisons can be placed in zones with a camp, so sometimes it looks like a camp spawns there. insurgents also cant spawn into a garrison, they have to walk in
