Lots of companies from the world are on USA soil and build assembly lines and many other businesses. Detroit basicly was the only auto manufacturer before WW2 today most states has assembly plants from Europe and Asia. We just don't manufacture tedious small parts because it can be very costly to Americans.

Tariffs are a fiscal tool that can help rebalance the trade imbalances. Like all taxes, there are downsides, but USA is becoming exceedingly competitive, even more so with low taxes and tariffs exemptions. Manufacturing will move back to the USA to supply the domestic market, due to fiduciary responsibility of companies.
