Normally yes. But people are overlooking one critical detail. Yes in the early 1900s there was a treaty between the US and Panama regarding the Panama canal, but it's near the late 1900s ( I believe it's either late 80s or early 90s) that another treaty was made to give the Panama canal to Panama. That last treaty is what people are not looking at. We don't own the canal anymore for decades. Panama has full control of the canal.

The cost has been going up for awhile because the lake the feeds the canal is also a source of drinking water for the region and has been experiencing a drought for awhile. The lower the level gets, the more valuable the water becomes. Thus the higher the price. Unless, Trump can magically make it rain, the cost increases are legit.
