He didn't do it for the dictatorships, he activated Martial law after the Democracy party of Korea continuously refused expanding the espionage act (why?), and try to strip off National security act. I'll say the president planned this pretty poorly but South Korea is in active battle against the North Korean communists. It's ironic he had to use Martial law to fight against the communists, but it is president's right to use it. So save your tears when South Korea gets taken over by the communists.

To people shocked about Korean military having to stand against their own people, in Pakistan it has become the norm. Last week in Pakistan, the military shot at protestors and Pakistan had it's own version of the Gwanju massacre. Not much coverage in international media. But it's so heartening to see the people of South Korea stand for its democracy.

It is not only possible for martial law to be enacted in democracies, it is in fact way more common for them to happen in dictatorships. For example Myanmar which is under rule of the military junta.

By SK laws, if the president is removed for whatever reason (impeachment, resignation, death, etc) before their term ends, the prime minister of SK (this is basically the vice president) takes the temporary role of acting president only for 60 days. During that 60 days a special general election is held to elect a new president. Then a new 5 year term starts with a new elected president. (SK president is 1 term 5 years cycle)

President Yoon is from conservative party, but the leading party in S Korea, in terms of the number of parliamentary seats, is Liberal one. However, this liberal party has been delaying and refusing to approve a law expanding the anti-spy act. And they have cut more than half of national budget for nuclear energy (one of the key national industries). People say that because of the liberal party’s overreach, the president wanted to bring some attention but seriously this was a really really bad step.
