Allam Inayt ullah Mashriqui proposed a formula of proportional representation in order to protect national solidarity and remove sense of depravation among the minorities or social classes. According to this, representation in parliament should be proportional to the percentage of a social class in society. Its mean 5 percent representation should go to elite class if it is 5% of the total population. Similarly, 60% representation in parliament should be granted to the middle class if it is 60% of the total population. This formula will strengthen the current parliamentary system of government which has lead to sense of depravation across the different regions of country like Balochistan. System can be modified in order to address the emerging social issues of society
@Wanderer9753 жыл бұрын
If an MNA from middle class is corrupt and win election, will he let a honest man become PM of Pakistan? or will he join a corrupt group of politicians for monetary benefits?? Proportional representation is good. But it's not enough to bring radical positive change in Pakistani politics.
@amikakitchen26922 жыл бұрын
Class does not represent the minority groups of different religion, area and cultural background which defies the whole point of representation in parliament. Secondly, represention is good but not beyond the point that people of actual merit get ignored

Presidential system favours Pakistan. Because we vote to matriculated beacuse of thier influence in derived constituency. We vote on the basis of class, colour, and language etcetera. Parliamentarians are not competent to provide relief to public in true sense. Affluent people participate in election process while poor and competent mass remain absent in representation. After election, Prime Minister is blackmailed in different ways to get entry to cabinet. According to reports 250 parliamentarians, elected in 2013 election, were holding fake degrees. Just imagine! How will such illiterate parliamentarians will bring changes in system and society. On the other hand, presidential system will at least have well educated technocrats. Institutions will be workings under sops and in their ambit. Importantly, we haven't experienced presidential system so far, the one which is discussed widely was Ayoub era, he was not elected but took over the system. In presidential system president is selected by the people vote. President can't challenge institutions the way today's cabinet and parliamentary bodies are doing. Parliament supremacy, in parliamentary system, is actually considered prophetic politics. Everything and institutions are paralyzed by parliament. NAB, SBP, ECP, COAS, and other important positions are under the PM. What is the role of Cabinet, just suggestive or consultancy body. Whatever the PM want is done either by parliamentary process if can't than ordinance is the best way to bypass parliamentarians. In short, it is high time to adopt presidential system for the national development and public interest.

A.O.A sir..! I was keenly waiting for the current hot debate of presidential or parliamentary system of govt and pakistan .. Very well explained but one thing is missing ,advantages of presidential system in the context of pakistan .. One thing more , as said by well known lawyer of SC , Aitezaz Ahsan that it is a useless discussion that pakistan should opted for presidential system bz it is and it will considered to be nullifying the 1973 constitution , which is based on parliamentary form of government .. Need your answer

Ahtazaz ahsan belong to PPP. and PPP is not in favour of Presidential system because they fear that they will not get enough votes to win in presidential system. A System is created for welfare of people. It's not a word of God that can not be changed.

There is no such thing as a "Khilafah" system as it was just Muslim colonial rule and as with other imperial powers it was kicked out. The closest you can get to a "Khilafah" is to have a customs, currency, trade union, etc with other Muslim majority countries and implement something similar to EU or South American countries.

By the way, in both forms of government, we have failed to stabilize the country whether it is an economic, political, social, or technological sphere. We need a proper SYSTEM not a government to form long-term policymaking and ensure its execution as other developed countries are doing for the well-being of their people. Unfortunately, we always occupy the last place in every index of the world, especially HDI. Neither we can progress in Presidential nor Parliamentary forms of government unless we built a strong system that can benefit common people, not feudalists, capitalists, industrialists, politicians, major generals, and others.

The main problem is that the system always manages to give power only few people in the top and our feeble minds are built for creating cults and mindlessly following these selfish elitists. Pakistani people have to learn their rights in order to put all these people accountable for that reason I supported IK but now that he's stared all this chaos knowing the state of our country idk what to say. I think Pakistan needs to invest more GDP on educational institutions rather than our military for a start!

The argument that the presidential system would create political imbalance between Punjab and other provinces is flawed. The problem is more prevalent in the existing parliamentary system where the votes of the people of Balochistan rarely decide who gets to become PM. At least in a presidential system, they will have a direct role in choosing the executive.

Sir, even in the current composition of Parliament, Punjab's share is overriding. If we move to presidential system, we can also change our voting system and devise some way to give smaller states more representation than their population. Like winner takes all in smaller states but not in Punjab.

@Wanderer9753 жыл бұрын
yes. He did not talk about the bad sides of Parliamentary system. He is saying that east Pakistan separated because of Presidential system. That is not true because yahya was a martial law administrator. He was not an elected president.
@reez17282 жыл бұрын
You do realise that even in a presidential system there's still a legislative body that will be elected through a similar system that is in place now? And in the event where the Presidency and Legislature are held by different parties (which happens quite often in America and other presidential system countries) there is a complete gridlock and nothing gets done. So neither system is a silver bullet to Pakistan's problems because the problem lies elsewhere.
