Ok, I need to put respect on terra's name. He is NOT gullable. He had absolutely no reason to distrust Xehanort. He was a trusted friend of Eraqus, and Terra was at his lowest. For Maleficent, she was the first denazin of Enchanted Dominion he came across, and Terra refused to follow her plan before magic was involved. Plus, she came across Xehanort. He also refused to follow the Evil Queen's orders and never really trusted Hades (who literally stated the resolution of Riku's arc in CoM). For Neverland, Hook and Smee were attacked by the unversed (made by Vanitus, who had ties to Xehanort), and then they mentioned Light. This made Terra easy to dupe due to his goals. The only time he's actually gullable is Deep Space. If anything, Aqua was more gullable for blindly trusting what Maleficent said about Terra.

In some cases, having an iconic actor voicing the character can in fact make a difference considering what they have to work with to make them stand out rather than simply being a stand in for celebrity casting. Then again, a vast majority of the characters are celebrity casted, but it's also what they bring with them to the table that makes these characters iconic and rememberable. Casting Mark Hamill and Leonard Nimoy as Master Eraqus and Master Xehanort was a chad move on Nomura's part because he's a total sci fi nerd who loves both Star Wars AND Star Trek, and he wanted to capitalize on that by bringing in the two star actors of their respective series. Mark did great voicing a wise old mentor and father figure to his students, something that Grandmaster Luke would be portrayed as from the Extended Universe, while opposite to that is Leonard Nimoy who brings in his cold calculated logic thinking persona that Spock is most known for, but very villainess and scheming just like Alternate Reality Spock is from the Star Trek episode Mirror, Mirror. Those two alone are the reasons why Eraqus and Xehanort are able to go an extra grade higher in any tier list, regardless of who makes it because Mark and Leonard will always be referred to when rating their respective Kingdom Hearts characters.

Ventus' problem is that he is literally has no agency in BBS sleep at all. He is constantly following in Terra's footsteps in-between being goaded by Vanitas at every turn and lacks the depth of character arc that Terra gets throughout the game and as lingering will later on. He is the only member of the Wayfinder Trio that felt like more of a side character in his own campaign. He also doesn't have as interesting postgame story arc like Aqua and Terra both of which actually had some impact on the world outside the game. I haven't play Union X but I hope they did right by him in that game. But even then I'd say absolutely no lower than C.

Terra did have Lingering Will but Ventus was asleep during that time because of what happened in BBS. Honestly in my opinion none of that matters tho because he doesn't need to be a main character to be liked. I also haven't play Union X so I wouldn't know about that.
