I thought reducing the diameter of a pipe would increase the flow speed and decrease the pressure

Flow rate is your flow velocity multiplied by the cross sectional area of the pipe. To maintain the same flow rate, the velocity has to go up when the area goes down. By Bernoulli's Principle, you are correct when the velocity goes up pressure goes down, which is the pressure drop here. There will be a certain amount of pressure drop required just to get oil to flow from the pump back to the tank. Adding a restriction like this does lower the pressure at the point of the restriction adding additional pressure drop to the system. However, there is still the same pressure drop requirement in the rest of the system. So the total pressure drop has gone up resulting in a higher upstream pressure.

Thanks for the feedback! My equipment isn't the greatest. My channel hasn't monetized yet, but once it does I'm planning on putting the money back in to improve quality. Right now my computer is also limiting the video length and quality. So, I haven't been sure whether a computer or mic would be the first upgrade. So, this feedback is really helpful!
