The USA colonized and killed thousands of Filipinos after it won the Spanish war and then decided to not give Filipinos American citizenship because they were seen as an inferior race that posed a threat to the America. But Puerto Rico received american citizenship and it was also a colony of the USA that was given to America after the Spanish lost the Spanish American war
