It is something that occurred to me too. Barring damage from the gates, it's essentially a copy of the way Hawkins was at the beginning of the show, meaning that everything that was in Hawkins then should be there even if it's gone now. Including the lab - odds are Brenner had a bunch of gizmos on hand to disable Eleven if he decided he had to, and they might still work on Vecna.

**Dogs ride in a specialized compartment that is pressurized and heated** The flight crew would’ve definitely seen them since their required to walk the hold before take off. The only way to really “hitch” a ride on a plane is in the wheel well, which is not pressurized at all so you will lose consciousness…and then inadvertently let go of the wheel well…and then fall to your death.

The Russians got the demagorgan and demadogs while in the USA. They were using the cattle prong Erica found and Dustin used in Season 3. They probably were exploring the Upsidedown while Billy and the Mine Flayer were busy terrorizing Hawkins. The Russians probably brought those findings back when they escaped, just like they did with Hopper.
