Eugh. 1. He literally explained it in the opening track of the album. PRhyme only samples from a single artist: first one was Adrian Younge this time it's Antman Wonder. That's why it sounds like this, because it's Premier's take on someone else's music. 2. His catalog is ridiculous. Go listen to any of the other hundreds of records he has if you prefer that. You are a potential hindrance to something beautiful. If you don't like it go away pleeeeeeaaaaase.
