Always pv valve ( higg velocity valve) is primary means of venting. Bcoz they are connected to individual tanks. And pressor sensor are secondary means of venting. However breaker are for emergency use when all means of venting system not working. For mast riser cN be primary if connected to individual tanks eg on gas tankers . But they don't have PV valve. In simple those have individual tanks of venting system that are primarily and secondary is sensor if secondary pv valve not given.

Not anymore. For tankers built after 01 January 2017 PV breaker cannot be considered a secondary means of venting. Pressure sensors with properly set alarm levels can be considered as secondary means

Sensor gives us alarms which notifies us of high pressure / low pressure we take action for that , thus it's known as secondary means of venting
