King Charles isn't allowing the tax payer to pay for Harry's security, the late Queen said Harry should have some protection when he visited the UK. The Metropolitan Police agreed that minimal protection should be given to Harry and the thing he married, but Harry is asking for an armed police escort every time he steps foot in the UK and that has not and will never be given. He would have full protection if he stayed in a Royal residence but he prefers hotels. The King refused to meet Harry last time he visited the UK because of the conflict of interest between the Court and himself. So King Charles is not backing Harry he is allowing the Court system to rule as they see fit. You must have seen the Oprah interview when Harry said Pa cut him off financially, King Charles supported him for a year to help him get on his feet before cutting off the allowance.

The King has always been aware that the royal family, especially working royals, are value for money. Even though he's publicly exiled Harry, he's offered him a place in either Buckingham or another place that has the highest level security.
