As Sbi has excess of psl then sbi can sell to icici, if sbi wish he can sell icici at excess rate, but the ICICI will buy it from RBI or SBI....plz help

Bhai for example 2017 me 1 crore, 2018 me 2 crore and 2019 me 3 crore rs fund kiye the non corporate farmers ko to 2020 me atleast (1+2+3)/3=2 crore karna hi padega.
