In fact, Officer Terrison has quite a comedic appearance. Ever notice how in profile he bears a strikingly comic resemblance to Monty Python's Michael Palin?

Yes, the point is the pieces of paper weren't being labelled according to each race. They just said the winner and nothing else. That meant that 7 out of 8 times the piece of paper would have a winner because Lizzie was simply writing the winner of the previous race and pretending it was the one for the next one.
