The American way is that once an individual has paid for a crime, he is presumed to have a clean slate. The present system which enforces parole or is penalized because he has been convicted of a "felony" is not part of the proper Common Law American system. Most of the offenses committed are really civil matters which can be resolved by making restitution to the victim.
