MLAs won even with 1 vote more , Govt were formes by coiming together 10 diffeferent partes pots election in 2004 -- CONGRESS GOT 144 and many small partis had to join the gang to form UPA govt in 2004 . Did VOTER voted for Congress in 2004 ? .. in 2009 Congress got 206 seats and few more parties had to join to get 273 seats and to form Govt UPA 2 - did Voters elected congress ? NOt at all .. It was the different states govt ,INC and different NGO's and social organisations helped them to reach their home safely. Later only the Union govt. came out from their sleep and started help the migrant labour's.
