Hawks dad was a criminal who was being kept hidden by his mom. Both of them were abusive and hawks wasn’t allowed outside in case he exposed his father. However one day he got arrested which made hawks and his mother homeless. Hawks was eventually found by the hero public safety commission and started training with them, but he didn’t know that it was actually a very corrupt organisation.
