Electros rage comes from the mutated electred eels that after being mutated in the oscorp labs, a change in his DNA caused him to get extremely angry. This mutation + how people treated him in his life brought him into villany in spiderman movie.

To be fair, the civilians don't have our insight on Max's situation. I mean how would you react if some lightning man just blasted a building and almost killed a civilian after damaging the loved hero Spider-Man? I sure wouldn't be saying anything nice, I'd call him a psycho.

Max really was a sad character the fact he even heard those voices in his head clearly means he had some serious mental illness problems whether that was because of the accident or those voices were around before the accident either way he really needed help and if it wasn’t for one trigger happy idiot Eletro could of become a super hero instead of a villian
