The problem states "constant velocity", this means no acceleration. Remember that acceleration is time derivative of velocity, but if velocity doesn't change (constant), then the derivative of a constant is zero.

@@theengineeringcrucible3490 if we change the question like that the speed of load is 0 (standing position) and we want to accelerate 3 ft/s and wind at that speed. How can we determine the power supplied to the motor?

I had F*v = Power, so Force of 200lbs and velocity of 3 ft/s gave me a power output of 600 lbft/s
