Not exactly. They are bolted to a spinning shaft and chop into the ground. Small ones are called rototillers (or just tillers), the big, tractor driven ones are typically called rotovators.

Is this India or Pakistan? Amazing metal work is still being done there. I venture to say not a single company in the U.S. could fill those orders without retooling at great cost. Ditto for cast iron, bronze casting, hand made copper and all manner of decorative goods.
