First the transcript has to be authenticated by the ministry of education. You have to register on their website, upload your documents and get an appointment

Yeah true, one of the needed fee is the 'block account' which was €8900 before, but now €10332 . It a compulsory fee and has to be open even before applying for Visa. Next are the application fee you have to pay uni-assist which is €75. Then the visa application fee, I am not sure of the price now. Travelling cost also which have to be checked. Semester fee €1500 incase he/she will be studying in Baden-Württemberg. So you might be looking towards €15k, mind you this is just a rough estimate. It might be lesser or higher. Hope this helps

The chances of getting a work permit during your studienkolleg is slim. You are actually suppose to focus on getting into the university during this one year.
