Was he supposed to give him aspirin and he was on blood thinners?

It is standard practice to administer Aspirin to patients who are currently taking anticoagulants if they are presenting with ACS symptoms. So, in this case administration of ASA was indicated. However, some departments may have protocols that state that ASA is contraindicated in patients on anticoagulants, so be sure to follow your local protocols.
