Question: do corrections or prevention's require change request?

Depends on the kind of corrections in question here. A change in a baselined document almost always require a change request 👍

Hello Shoaib This is for qtn 2, why will I disassociate from the project as I am the project manager which plays a vital role in bidder conferences for tackling and understanding qtns. Discipline point of view, I will continue with my procurement process & I won't call him for anything related to the contract right? This is how I will be unbias

Disassociating from the process is the only crystal clear way to avoid conflict of interest. This is what even the judges do when they recuse from certain cases in order to avoid conflict of interest. Back to project management, when we are talking about multi-million dollar contracts, there is no scope for a PM to leave even a shadow of doubt in the stakeholders' mind specially when the PM's friend is "excellent" at his work and a "perfect match" for the project.
