He is careful to short the capacitor before connecting to the test leads going to the TDR. A long, say 100 ft, run of coax cable can store a great deal of charge, if unterminated in a bleeding resistance. It is good practice to short/discharge the line using a screwdriver across the coax connector, before connecting it to your TDR or VNA.
