My opinion, Yes to 33:52 we owe it. If you define owe as a debt to be paid. If an individual expects or even wants help in time of need, wrongdoing or danger then it's reasonable for others to expect reciprocal behavior. Call it the golden rule or something else it's one of the defining characteristics that separates humans from the animals. Otherwise we resort to darwinism and ethics becomes pointless. This is not the same as expecting an individual to perform a feat they are incapable of doing which falls into foolishness. Such as someone who cant swim jumping into an ocean to save a victim. However that individual should be expected to try to save that life even if the method is considered obligatory or extrodinary.
