He doesn't use it because on defence it's usually better to hold ults until you're disadvantaged and then use them to clutch - for most of the time he held it his team was always up. Then when his team does lose someone he looks for it, but first sees a hog who hasn't taken a breather, so he won't be able to kill him, then he sees a bap and Kiriko who have lamp and cleanse respectively, so again no way to kill them with it. It's usually best to hold it for a good opportunity then just to use it for the sake of using it, especially when it has a low chance of success. The only good stick target is the sym, everyone else can survive the pulsebomb somehow.
