Have you tried playing the game yourself? In the top row, the peas fly through the zombies and hit them only when they eat the plant; in the mini-game with small zombies they are much stronger (for example, 4 pea shooters do not have time to kill a football zombie) and the only plants they are given are peas and water lilies. They only gave cherries once in 4 losses. It is impossible to complete the game beyond this level...
