Sometimes in order to move forward, you need to take a step back. That is the decision on made with Dart. During the day, he spends most of his time in a rather large pasture. When he has 8-10 acres to work with, he has the advantage.
You can lure him into a smaller pen (with treats or grain), get him into a corner, and eventually he would let you get the halter on him. However, that isn't really getting a good precedent. He would only let you halter him because he finally gave up, not because he thought getting halter would be a positive experience at the outset.
Long term, that is what we need. We need him to associate being with us as the safest and most comfortable place to be.
Sometimes progression is being willing to take a step back.
