It becomes a great option after you created a proactive plan against 20 other risks. Sometimes, you simply have nothing to do to mitigate or avoid a risk. Nevertheless, *stakeholders need to know about all known risks and responses* .

Yes, that's what the books give as an example as well. But I don't think this example works for Project Risks. It's a business or strategic risk that gets resolved beyond the scope of a project.
