If you plan to start the engine by hand-flipping, you should line up the holes so that the compression stroke starts when the top blade is about the 1 to 2 O'Clock position. If you are using an electric starter, or an electric motor, it doesn't matter.

I highly recommend to make holes by drill press instead of hand drill

A Drill press and mounting the guide on the backside of the prop will help make the holes straighter and line up better with the engines mounting hub. I guess what you are showing could be adequate for a small electric!?!?

Is drilling a propeller necessary when using it for a electric motor?

It depends on the motor. In this case the motor had a mount with 5 bolts so drilling was required. On smaller motors no drilling is needed.

Drill plate should attach to back side of the prop. When you drill first hole you should lock it by screw and than you can make another holes.

Should probably let people know that your video would only pertain to electric prop drilling. Fuel engines, hand flipped would need indexing before you position the first hole.
