The connive trigger doesn’t get stifled, once a creature with a connive trigger has left the battlefield you still have to draw/discard X, it’s just the creature is no longer there to put any counters on afterwards.

This is incorrect. Because the Connive trigger on Raffine targets, if you remove the target in response the trigger will fizzle

@@MTGTheStack A creature can connive even if it's not still on the battlefield. So, if e.g. Ledger Shredder dies in response to its own triggered ability, you'll still get to draw and discard.

If you discard a nonland card this way, you won’t put a +1/+1 counter on anything. Abilities that trigger “when [that creature] connives” will trigger. Is the exact ruling I believe

If, by "rotting priest", you mean Mikaeus, that isn't enough. Ballista gains +1/+1 from Mikaeus, so it won't die by using up its counter. He was more likely going for a robot, a scout, a not-so-rotting priest and a vampire.
