A flat rigid disc (CD) is not the optimal backing to sand a curved surface, especially with that nut protruding from the center.

Perhaps it would be more convenient to stick a dishwashing sponge on top of each old CD, and then stick the 3 sheets of sandpaper so as to "follow" the curvature of the headlights.

Just know, almost any film can take away light brightness. Or, the heat from the light under the film can create a lot of heat, causing discoloration on the light lens. Make sure you ask questions on the type of film you choose for such an application.
