Here are more details about the POT:
The municipality of PZ is trying to pass a new law that is called Plan de Ordenamiento Territorial (POT) regarding ''appropriate handling of the growth and development of the land"
This law will seriously affect farmers and land owners in the pueblos surrounding Perez Zeledon.
Its implications include:
a) Land under 5 hectares cannot be split;
b) Crops and animals are severely restricted to a point where they’re basically prohibited;
c) Immense amount of paperwork, permits, bureaucracy and fees (minimum 600 000 to 700 000 CRC) involved in order to keep your land;
d) Regulations against building spaces for prayer and religion BUT casinos and hotels are permitted;
e) Dirt roads cannot be paved no matter their condition;
and much more.
This is sketchy, and even illegal, because:
a) The population was not consulted about their own lands;
b) Only certain people were invited to the meeting explaining the project (friends of the politician);
c) The project was written in a very complex and technical language (93 pages) - esp. considering most of the farmers who are concerned may have limited education;
d) The goverment waited until the last possible moment to present the project so that it could be signed right before the end of their term;
e) It violates the right to information;
f) Carlos Ugalde, the man who designed the POT, was unable to answer any questions when asked during a conference.
The consequences of the POT include (agenda 2030) - let's not forget that president Chaves is part of the WEF
a)Value of land will go down drastically because of all the restrictions;
b) People will be forced to abandon their land and relocate in the cities as renters;
c) Possible disruption of archeological areas;
d) Regulation of the food supply because farmers are forced to leave their land, animals, crops.
This is only a part of the terrible potential consequences of the Plan de Ordenamiento Territorial.
Locals are extremely concerned about this and they are joining forces to be heard. We, as foreigners being welcomed on Costa Rican land, should rightfully support them in their efforts - this project will affect us ALL.
