You have to get proto fight and the egg mission or he won't spawn in the cave. If you just take the proto quest then you have to go back to his old spot

No, I got both egg mission and the proto flight, but he still did spawn.

It's still bugged. I flew all around (with three other players) looking for him. Haven'ty done the egg quest yet, but I'll try it and report back (if I remember to do so!)
