Tianjing is an independent city not part of any state so it doesn't count

Tianjin, like Beijing, Shanghai and chongqing are province-level municipalities, not provinces. Also, they are provinces not states. Xinjiang, Tibet, Inner Mongolia, Ningxia and Guangxi are Autonomous Regions, not provinces.

After been defeated in the Chinese Civil War during 1946~9, they fled to the Taiwan island, and they are still occupying many tiny islands near the continent. It is an illegal government just as the the Confederate States of America during the American Civil War during 1861~5. And theoretically speaking, this government and PRC government are still in civil war state, since 1946 until today and perhaps finally a date in future where it will surrender.
