For those of u that are still struggling, what worked for me was actually the disk inside the ps4 system. Apparently downloaded content cannot be processed with the disk inside the system. So just take it out n try starting it again

guys dont do this. its a temporary fix. if u do this it goes away for a couple hours and it comes back but 10x worse. this will fry ur hard drive this happened already and this means that you need to get a new hard drive

Nvm it was my disc, if nothing else worked (and No you don't have to wipe the memory off your PS4) then look into the game disc because it is probably that, you will just have to: delete it Remove the disc and buy ur game from the PlayStation store

@farazramzan2280 my disc was most likely fractured or smth, it's been beaten and thrown on the floors for years when I quit gta and therefore that's why it wasn't working. It's not your PS4 that's bad but the disc, just throw it out since it doesn't work anymore and buy the game on the Playstation store to have it online

I also wanted to add, If there's a system update you've been putting off, doing the system update can sometimes help as well. Though it's possible it simply fixed itself from turning off and on. open an application in the background (for example netflix) while that application is in the background go start the game and when the error appears just click to close and it will close the netflix application and not the game
