It's interesting that if you listen to his dialogue, Dion obviously can't perceive any of the psychic particle effects: I guess non-psychics can't see any of the stuff, hence why Dion isn't actually sure if Raz is the cause of anything that's happening outside of correlating that Raz is present, and stuff is happening; he seems to flat out not even make the connection with the pyrokinesis.

I was kind of like him when I was younger. Sure we’ve said some hurtful things but when he says em he grimaces a little. We might be mean but we mostly do it with the intent to not expect everyone to be kind, to toughen you up per se. we still love our siblings to death and would do anything for them, but we want you to be safe when we’re not around anymore.

Yeah. There was a cut line where Dion apologized and even told Raz he loved him. It's a shame they didn't leave it in. There was also another cut line where a seriously furious Dion yells how he hates the place AND the circus. Maybe a little part of him's jealous that Raz gets to explore other careers and he can't.
