As someone who went to pity twice to get Raiden and i only got 1 Chev, i can confirm they 100% lowered the drop rate of the new 4*

I guess I am lucky then cause since I started playing genshin on December I always get the new characters first and even if I miss it like I joined in the ending of 4.2 getting furina at 6 pity and missed Charlotte but got her from standard few days after. And chev I got C3 in 30 pulls. And now Gaming in my first 20 pulls on the banner I got 2 Gamings :)
