I'm naturally blonde but I dyed my hair 2 weeks ago and it's like a golden blonde on my roots. Should I bleach the roots then apply this toner or should I just tone it?

The front of my hair is like a level 9.5, the back is an 8 but still a more orange 8. I used the moonstone toner and it’s not touched the back of my hair at all, will ash work better if it’s good at cutting warmth? And would 1:1.5 ratio be best? Thanks!
