it is a neutron star and it is often compared to a lighthouse because beams of radio waves are emitted from its poles that are seen in flashes once they pass Earth.

It is a Core of a star that had too small mass to become black hole, so instead of collapsing under its own mass, outer layers exploded in supernova, while core is now just, well uhm, spinin. Correct me if I'm wrong.
