with positive suction head, is it still safe to throttle a pump using at suction valve?

It is not recommended. Because there is a high risk of cavitation. It is possible if you have enough inlet pressure. You should control inlet pressure close to the pump nozzle to provide condition of cavitation free operation NPSHA>NPSHR. Control valve should be installed at the enough distance from the pump to prevent flow disturbance.
