It's just that the new Watanabe frame looks very similar to main character Raiden of Metal Gear Rising. And the final boss of that game Senator Armstrong makes that dialogue to Raiden. The music used in this video is also from Raiden vs Armstrong fight of that game

The question is when and if base on the story she is THAT strong in her current frame then I'm not sure under what circumstances she gonna need a stronger frame, hope to see a good story Kuro can give new frame to her, she's been out like almost 3 years now
