To clear up my rambling on PGR rates:
Constructs
60 roll 100% pity @ 0.5% S rate
80-100 roll 100% pity @ 1.5% S rate
Weapons
30 roll 80% pity @ 0.5% S rate
Always do the 60, and pray on the 30.

How did you get the outfit in the beginning ive been running into a wall for that

That was an event skin which required you to spend money to get it since you need to pull it

If you mean on Crimson Abyss, that was locked behind a paywall 2 events ago. Whenever a skin is more than just a slight cosmetic change, aka it modifies animations/particles/etc then it gets put behind a ~$100 USD (pity) paywall. Veritas gets one later on as well. Some people lucked out and got Abyss' with the one free roll that every player got when the event started, some people had to buy multiple packs of unique currency in the shop to roll this new special gacha and needed to hit the pity for it.
