I feel like lore wise Gouken is absolutely a shoto but when people are talking about shoto's and other character archetypes their talking about how the character plays and not their lore and if you take a look at Goukens moves they work quite a bit differently than that of other shotos like Ryu, Ken, and Akuma even his normals act pretty different causing the way you play him to be pretty different i feel. So lore wise he's a shoto but gameplay wise I would argue he absolutely is not.
